If Supervisor cannot make a discision and Supervisor must inform the higher post as soon as possible.  Can the the Air con be adjusted to max cooler when breakdown?  There must have a procedure what to do if breakdown . Have a SMRT driver train to handle when breakdown ? Now is the time to solve the problem and do not point fingers to each other.
