Neighbour's awning a nightmare when it rains

One of my neighbours erected a hard blue plastic cover/awning over their kitchen area. This piece of plastic is about 1m by 2m and it is giving me a lot of grief.

Whenever it rains, the noise created by the rain water hitting this plastic sheet is unbearably loud, even when I closed my windows. It is like someone hitting the drums and this is just outside the master bedroom.

And when it rains in the night, I can kiss my sleep goodbye, and I have to go to work the next day feeling and looking like a zombie. This has been going on for a few months now. Can you imagine that?!!!!

I have called the Hougang Aljunied Town Council but I am not getting any joy. Messages (6 messages on my last count) left with the estate officer (Mr.Ahmad Rais) to call me for an update has been ignored. The HDB Bedok Area office has also been informed but it's also not getting me anywhere.

HDB advised that this is a Town Council issue and the Town Council is not giving me the time of day. I am beginning to feel like a total idiot.

Why should I be living with this problem while the relevant offices drag their feet? I have the right to live and sleep in a quiet, conducive environment.
