More must be done against bad apples

In stark contrast to this spontaneous outpouring of generosity, moves to bring the egregious shop owners to justice seem sluggish.
Such an approach seems to embolden them in their bullying and cheating.
Meanwhile, reports of such daylight robbery sully Singapore's reputation far and wide.
We may not be able to stop every cheat and bully, but surely we can do more against these prominent bad apples.
