By the numbers
The Ministry of Social and Family Development runs juvenile residential homes which provide care and rehabilitation for young people who have committed offences such as theft, robbery and rioting.
Inmates, usually aged between 13 and 21, include those who are:
- Arrested as juveniles
- Beyond parental control
- Under a care and protection order
They stay for a maximum of three years, though not all are held for so long.
Those who behave well are placed on a day release scheme so that they can attend school or work outside.
