9 years preventive detention for man who sexually penetrated welfare home resident
A resident of a welfare home was sentenced to nine years' preventive detention (PD) on Friday (Aug 28) for offences including sexually penetrating another male resident without his consent on Dec 12, last year.
PD is given to repeat offenders and does not offer a reduction in sentence for good behaviour.
Besides this offence, Hoe Chay Eng, 46, also pleaded guilty to two other charges under the Destitute Persons Act.
On Oct 27 last year, he attacked an AETOS Auxiliary police officer attached to the home.
Two months later, he attacked the home's care executive officer.
