Man gets probation for upskirt films

In just two minutes, he recorded three upskirt videos of women at Tampines One shopping mall last year.

Gan Wey Ian, 20, who had just completed his national service, was sentenced yesterday to 15 months' probation.

He was also banned from using any image-capturing devices after pleading guilty to one count each of insulting a woman's modesty and being in possession of 1,127 obscene films.

Other conditions of his probation included staying indoors between 10pm and 6am, performing 80 hours of community service, and undergoing offence-specific treatment. His parents were also bonded for $5,000 to ensure his good behaviour.

Gan, then a full-time national serviceman, was caught on Oct 10, after booking out of camp.

He was riding an escalator when he spotted a 24-year-old woman in front of him with her friends. He took out his mobile phone and used it to record an upskirt video of her.

CAUGHT IN THE ACT

But he was caught in the act and the victim and one of her friends confronted him.

The 23-year-old friend informed the police and officers raided Gan's home at Mount Sinai Rise, near Holland Road, later that day. They uncovered the obscene films in his mobile phone and laptop computer.

The court heard that Gan had been diagnosed with impulse control disorder.

In mitigation, his lawyer, Mr Chia Boon Teck, said that his client is remorseful and had acted out of character. Prior to serving NS, Gan was a top student who was "well regarded by his educators".

For insulting a woman's modesty, he could have been jailed up to year and fined. For being in possession of the obscene films, he could have been jailed up to a year and fined $1,000 per film. However, the fine will not exceed $40,000.
