Controlled drugs, drug paraphernalia and an e-vaporiser were found on the man.
A 54-year-old driver was arrested after a hit-and-run accident involving a car and two motorcycles in Bukit Batok on Sept 5.
In response to queries, the police said they were alerted to the accident at Block 301 Bukit Batok Street 31 at 11.10am.
No one was injured. The man was arrested for allegedly "driving while under the influence of intoxicating substances", the police said.
Controlled drugs, drug paraphernalia and an e-vaporiser were found with him, the police added.
The suspected drug-related offences have been referred to the Central Narcotics Bureau for investigation, while the vape-related offence will be referred to the Health Sciences Authority (HSA).
Investigations are ongoing.
An eyewitness named Mr Zhuo told Chinese-language newspaper Lianhe Zaobao that he was driving in front of the man's car and heard a loud noise from behind him when he was turning a corner.
Zaobao also reported that one of the motorcycles involved in the accident had scratches and that its wheels could not work.
