Why so many CCTV cameras?

Many closed-circuit television (CCTV) cameras can be spotted along common walkways outside some Housing Board shops.
And usually there is no signage to warn shoppers of the CCTV surveillance in common areas.
While I agree that CCTV cameras can add safety to the shopping area and deter crime, I have my reservations about their proliferation.
I feel it should not remain unchecked by the HDB, town council and police licensing division.
If HDB residents need approval before they can install CCTV cameras outside their premises, shop owners should not be exempted from the rule.
